Affordable housing for a growing homeless population on O’ahu must also be an appealing alternative to living on the streets, communal shelters or imprisonment.   As HPR’s Wayne Yoshioka reports, the Hawai’i Interagency Council on Homelessness has identified a pilot project that shows great promise.
